                     Adopted by the Security Council at its 7853rd meeting, on 23 December 2016

 

 

The Security Council,

Reaffirming its relevant resolutions, including resolutions 242 (1967), 338 (1973), 446 (1979), 452 (1979), 465 (1980), 476 (1980), 478 (1980), 1397 (2002), 1515 (2003), and 1850 (2008),

Guided by the purposes and principles of the Charter of the United Nations, and reaffirming, inter alia, the inadmissibility of the acquisition of territory by force,

Reaffirming the obligation of Israel, the occupying Power, to abide scrupulously by its legal obligations and responsibilities under the Fourth Geneva Convention relative to the Protection of Civilian Persons in Time of War, of 12 August 1949, and recalling the advisory opinion rendered on 9 July 2004 by the International Court of Justice,

Condemning all measures aimed at altering the demographic composition, character and status of the Palestinian Territory occupied since 1967, including East Jerusalem, including, inter alia, the construction and expansion of settlements, transfer of Israeli settlers, confiscation of land, demolition of homes and displacement of Palestinian civilians, in violation of international humanitarian law and relevant resolutions,

Expressing grave concern that continuing Israeli settlement activities are dangerously imperilling the viability of the two-State solution based on the 1967 lines,

Recalling the obligation under the Quartet Roadmap, endorsed by its resolution 1515 (2003), for a freeze by Israel of all settlement activity, including “natural growth”, and the dismantlement of all settlement outposts erected since March 2001,

Recalling also the obligation under the Quartet roadmap for the Palestinian Authority Security Forces to maintain effective operations aimed at confronting all those engaged in terror and dismantling terrorist capabilities, including the confiscation of illegal weapons,

Condemning all acts of violence against civilians, including acts of terror, as well as all acts of provocation, incitement and destruction,

Reiterating its vision of a region where two democratic States, Israel and Palestine, live side by side in peace within secure and recognized borders,

Stressing that the status quo is not sustainable and that significant steps, consistent with the transition contemplated by prior agreements, are urgently needed in order to (i) stabilize the situation and to reverse negative trends on the ground, which are steadily eroding the two-State solution and entrenching a one-State reality, and (ii) to create the conditions for successful final status negotiations and for advancing the two-State solution through those negotiations and on the ground,

  1. Reaffirms that the establishment by Israel of settlements in the Palestinian territory occupied since 1967, including East Jerusalem, has no legal validity and constitutes a flagrant violation under international law and a major obstacle to the achievement of the two-State solution and a just, lasting and comprehensive peace;
  2. Reiterates its demand that Israel immediately and completely cease all settlement activities in the occupied Palestinian territory, including East Jerusalem, and that it fully respect all of its legal obligations in this regard;
  3. Underlines that it will not recognize any changes to the 4 June 1967 lines, including with regard to Jerusalem, other than those agreed by the parties through negotiations;
  4. Stresses that the cessation of all Israeli settlement activities is essential for salvaging the two-State solution, and calls for affirmative steps to be taken immediately to reverse the negative trends on the ground that are imperilling the two-State solution;
  5. Calls upon all States, bearing in mind paragraph 1 of this resolution, to distinguish, in their relevant dealings, between the territory of the State of Israel and the territories occupied since 1967;
  6. Calls for immediate steps to prevent all acts of violence against civilians, including acts of terror, as well as all acts of provocation and destruction, calls for accountability in this regard, and calls for compliance with obligations under international law for the strengthening of ongoing efforts to combat terrorism, including through existing security coordination, and to clearly condemn all acts of terrorism;
  7. Calls upon both parties to act on the basis of international law, including international humanitarian law, and their previous agreements and obligations, to observe calm and restraint, and to refrain from provocative actions, incitement and inflammatory rhetoric, with the aim, inter alia, of de-escalating the situation on the ground, rebuilding trust and confidence, demonstrating through policies and actions a genuine commitment to the two-State solution, and creating the conditions necessary for promoting peace;
  8. Calls upon all parties to continue, in the interest of the promotion of peace and security, to exert collective efforts to launch credible negotiations on all final status issues in the Middle East peace process and within the time frame specified by the Quartet in its statement of 21 September 2010;
  9. Urges in this regard the intensification and acceleration of international and regional diplomatic efforts and support aimed at achieving, without delay a comprehensive, just and lasting peace in the Middle East on the basis of the relevant United Nations resolutions, the Madrid terms of reference, including the principle of land for peace, the Arab Peace Initiative and the Quartet Roadmap and an end to the Israeli occupation that began in 1967; and underscores in this regard the importance of the ongoing efforts to advance the Arab Peace Initiative, the initiative of France for the convening of an international peace conference, the recent efforts of the Quartet, as well as the efforts of Egypt and the Russian Federation;
  10. Confirms its determination to support the parties throughout the negotiations and in the implementation of an agreement;
  11. Reaffirms its determination to examine practical ways and means to secure the full implementation of its relevant resolutions;
  12. Requests the Secretary-General to report to the Council every three months on the implementation of the provisions of the present resolution;
  13. Decides to remain seized of the matter.

Some additional intriguing numbers . . .

SOME ADDITIONAL INTRIGUING NUMBERS . . . It has been reported that John Kerry’s speech was 70 minutes in length . . . if true, that is interesting. He said he had 7 points to make – 7 – and then presented 6 points – 6 . Hopefully we all understand the number 6 to be the number of ‘man’ and we see man’s hand in the events in the middle east. But then the number 7 on the other hand, is a sign of God’s mark on something. ‘7’ in hebrew is ‘sheva’ which comes from the word ‘shava’ which means ‘an oath’. Each time we see the number 7, it should remind us that God has declared the last days from the beginning and puts His Mark – His 7 – on events to show His Hand in the process. God said His Land would be divided and woe to those by which it is divided. So how should we pray in these days? Pray as Abraham prayed – for mercy ‘for the ten righteous in the city’; mercy for this nation that was once considered by many to be a ‘city on a hill’ and has now become a knife in the back of our ally Israel, the apple of God’s eye. Something to ponder . . .

We have sensed in The Spirit (and stated) for a really long time that the end of this year and the beginning of the next will be dramatically significant in ways we cannot fully comprehend. We have stated since last year that we believe 2015-2016 to be the Schmittah and 2016-2017 to potentially be a Jubilee. The Jubilee ( the 50th year) is also the First year of the next 7-year cycle. What 7-year cycle have believers been discussing and looking forward to for centuries? We are NOT setting dates. We ARE calling on everyone to ‘watch the horizon’. These current events concerning the UN (The nations), Israel, the US, a gathering of 70 nations, are NOT coincidental by any stretch. We believe (based in Scripture) Yeshua’s first earthly ministry marked a Jubilee. We believe His second coming will conclude a 7-year cycle (Daniel’s 70th week and the 7 years of tribulation?) that begins with the marking of a Jubilee. (” . . . and the day of vengeance of our God . . .” Isa 61:2 – this is the part Yeshua did NOT read in the synagogue in Luke 4:19-20) Are we in those days ? ” I (YHWH) will gather all nations and bring them down to the Valley of Jehoshaphat (The Kidron Valley – the valley between The Temple Mount and the Mount of Olives). There I will enter into judgment against the nations concerning my inheritance – my people Israel – for they (the nations) have scattered My people among the nations and divided up My Land.” (Joe 3:2) Something to ponder . . . your thoughts? IMPORTANT UPDATE RE: DEC 10TH MEETING

This posting is to update everyone on necessary changes in the event scheduled for Dec 10th in Stanford KY featuring Joel Sanchez of Crucified Life Ministries.
PLEASE, DO NOT SKIM THIS POSTING (as I often do), BUT READ IT IN IT’S ENTIRETY.

After a lengthy phone conversation this morning between Bro. Joel, Rhonda and I concerning his need to cancel his visit with us next weekend due to family concerns, we not only agree with, but encourage and support his decision. We, with Joel’s permission, will share with you here some of the reasoning for the cancellation and then, explain why we still desire to meet as planned on Dec 10th to support (even in his absence) Bro. Joel and his family in this most important work of missions, outreach and discipleship to which God has called them.

As many of you know, Joel’s younger brother, Josh, died tragically in a motorcycle crash earlier this year. Josh’s high-school-age son, Ross, plays football. This past week, Ross’ team won their tournament, allowing them to go to the State Finals. Since the untimely death of his father, Ross has been drawn to his uncle Joel as the one who most reminds him of his Dad. Well, Brother Joel shared with us that, just last evening, his nephew, Ross, came to him and said how sad he was his Dad could not be at this championship game, and the one who reminds him most of his Dad – his uncle Joel – couldn’t be there either due to the ministry work and the trip to Kentucky. After a time of hugging and weeping (it broke our hearts just hearing this recounted) and much contemplation on his part, Joel made the difficult decision concerning the trip to Kentucky.

For many years, Rhonda and I have shared the sad truth that many times, the PRIMARY MINISTRY (the most important work of Moms and Dads, MawMaws and PawPaws, aunts and uncles) which is Ministry to our Families, gets sacrificed on the altar of ‘organized public ministry’ or ‘the church’ or ‘the congregation’. For this reason, we agree and support his decision to cancel his trip to Kentucky. BUT . . . .

We STILL want to support them in their work there, SO . . . we are asking that the ones who planned to attend this event to HEAR brother Joel, would STILL attend and support him and his family and their work by coming together in a time of praise and worship and fellowship and GIVING. We, as was planned originally, will receive a free-will offering to offset his expenses during this state-side trip and support the Biblical work there in Costa Rica.

BUT WE MUST KNOW NOW THAT ALL ARE STILL PLANNING TO ATTEND OR WE WILL HAVE TO CANCEL THE RESERVATIONS FOR THE MEETING HALL. ALTHOUGH BRO. JOEL IS NOT WITH US HERE, WE CAN STILL SUPPORT THE WORK TO WHICH GOD HAS CALLED HIM, which was the original intent of this meeting from the outset.
